I am Chu-Nan Chang, an engineering consultant, and after Typhoon Morakot struck Taiwan on August 8th 2009, I worked with Roger Chou and the other members of the ITPM when they were trying to help with the relief effort. I became a consultant for developing the “Morakot Flood Disaster Reconstruction and Preparation WBS Plan”.
I have been working in civil engineering, and architectural engineering, for over 45 years. During that time, whilst working with China Engineering Consultants, Inc and Sinotech Engineering Consultants, I was involved in the reconstruction work following the 1999 Taiwanese Earthquake. My experience tells me that regardless of whether your work is emergency disaster-relief or post-disaster reconstruction, efficiency, with an appropriate response, are critical. Without an appropriate plan, any response will result in chaos. Yet a carefully thought out plan will not only deliver relief – but allow that relief to be delivered as quickly as possible. Mr Chou knew that the best use of his and his member’s project management skills and knowledge (PgMP) would be to quickly turn their research into a post-disaster relief and reconstruction plan, and an efficient management system to implement it. They achieved this within a month, and made this plan freely available for use to a grateful central, and local, government.
Taiwan is a small island located in an area where the Eurasian and Philippine tectonic plates meet, making us especially at risk to earthquakes both big and small. Over millions of years, these clashing plates have produced Taiwan’s high and steep mountains. In our recent history, constant earthquakes have fragmented rocks and loosened soil, making us susceptible to landslides. In many ways we are literally a “rocky island”. These landslides are usually caused by floods accompanying each summer’s typhoons that rise from the South Pacific Ocean. Unfortunately, these typhoons may become more frequent or more severe, or maybe both. Work done by the UN Inter-governmental Panel on Climate Change (IPCC) suggest that global climate change is affecting the Earth sooner than expected, and more severely than expected. For Taiwan, this means we may have to face more floods and therefore more landslides.
If we are to have more floods and therefore more landslides, following ITPM’s example, my own expertise as a civil engineer consultant has led me to suggest to our government that we found an agency that will hire leading engineering consultancies to carry out an island-wide survey of Taiwan. They will be given funding that allows them to hire recently retired engineering consultants. The government can then create disaster relief plans which, like that produce by the ITPM, will allow efficient, appropriate responses.
I am truly moved by the altruistic attitude shown by President Chou and the other 300 project managers. I hope that their WBS plan can be translated into different languages and made freely available – so worldwide loss of life and property can be reduced.
From my experience as a senior civil engineering consultant, I believe that ITPM’s work made a significant contribution to the reconstruction work for the disaster-struck communities across Taiwan. I’m willing to recommend ITPM for this year’s Community Advancement Award.

I am Yang Chiu Hsing, Mayor of Kaohsiung County, in south-west Taiwan, with a population of 1.25 million living in a scenic county filled with mountains, rice field plains, grassy hills and beaches. In the past several years during my term as Mayor, my administration has come to the forefront of Taiwanese local government – with national government statistics showing us as a leader in efficiency and effectiveness. Unfortunately, also during my term, we suffered disaster in August 2009. The deluge that followed Typhoon Morakot washed away bridges and main roads, and caused landslides that devastated many small villages. Among the small village affected, Jia-Shian Shiao Lin village, Namasia Township and Liouguei Township were destroyed, with no survivors. This is something I can never forget.
In the months following the Typhoon, local government devoted itself to emergency relief, post-disaster reconstruction, and trying to re-vitalize the local economy. Not only local government, but businesses, charities and other organizations, pulled together to help rebuild our County. For me, one organization distinguished itself through an impressive – and much appreciated – contribution: ITPM’s “Morakot Flood Disaster Reconstruction and Preparation WBS Plan”.
This WBS plan covered every aspect of the post-flood reconstruction work, such as disaster information co-ordination, informing survivors, organizing a relief center, sheltering survivors, dispatching relief aid to survivors, medical care for survivors, organizing aid supplies, establishing reconstruction guidelines, housing reconstruction, reconstruction of local education, reconstruction of architectural heritage, industry and transportation reconstruction, environmental protection, mudslide prevention, unemployed survivors’ support, village relocation if necessary, and re-establishing normal goods and material distribution. It was a lighthouse of guidance in the storm of reconstruction work we found ourselves immersed in.
This kind of guidance, regardless of whether it has anything to do with disaster response, is essential to good government, local or national. Many of the local government organizations and agencies have downloaded this plan to help with their own reconstruction work. So I want to express my appreciation for the work ITPM has done not just for us all, whether working in government or living in the County. I am confident that with the help ITPM has provided, my administration will restore Kaohsiung County to it’s former glory. I truly believe that ITPM’s work made a significant contribution to the reconstruction work in the disaster-struck communities of Kaohsiung. For helping secure a brighter future for myself and my County, I willing recommend ITPM for this year’s Community Advancement Award.
