Hard times see rise in education

The global financial crisis combined with a tightening job market has many job seekers rethinking their options when it comes to additional education.
People are enthusiastic about furthering their education by gaining certificates in language proficiency and professional skills, said Huang Han-sheng, director of online services for education information at 104 Corp. April 28. This is seen as increasing their competitiveness in the employment market.
According to Huang, a survey of human resource managers conducted by 104 Corp. operator of a leading online job bank in Taiwan revealed that job seekers holding relevant certificates have a better chance of landing an interview than those without. The chances could be 60 to 70 percent higher for these individuals, he said.
The study showed that the General English Proficiency Test and Test of English for International Communication are the language certificates most commonly sought by job seekers. Huang explained that information technology related and business credentials are also high on the list. For those requesting information on further education, TOEIC, Project Management Professional and certificates for skills such as cooking are the most wanted, Huang said.
Benjamin Wang, Education Testing Services Taiwan representative, expects 50,000 people to take the organizations TOEIC test in the current quarter to June, up from 40,000 posted in the first quarter. Language capability is crucial to employees in export-dependent corporate Taiwan, he said.
Fierce competition among college graduates seeking employment also boosts demand for language training as well as professional certification. Each year, we see around 250,000 with masters or bachelors degrees entering the market as first-time job seekers, Wang said April 27.They need these qualifications to stand out from their peers. Over the past several years, the number of people testing for TOEIC has soared. In 2008 it was 181,845, up from 25.274 five years before.
Roger Chou, who chairs Institute of Taiwan Project Management, said PMP credentials on the island stood at 6,066 by the end of 2008. Some want to obtain PMP credentials to enhance their value and management capabilities in the workplace, he said April 28. For those already serving as project managers, Chou expects more to vie for PMP certificates as a way of improving job security.
Certificates such as TOEIC and PMP issued by international agencies are even more appealing to those eyeing overseas employment. For example, PMP holders can secure mainland Chinas tier-one license for project managers with their certificate, Chou said.
In another survey conducted by 104 Corp., a spike was recorded in the number or people looking for work on the mainland. Based on Match registrations for job opportunities through the online job bank, the daily average for those indicating interest in finding mainland employment totaled 22,000 people. This represents a 20-percent jump from February and a 30-percent surge from the year before.
Analysts believe the worsening unemployment situation in Taiwan could be responsible for this trend, as the jobless begin eyeing opportunities in the worlds largest economy. Directorate General of Budget, Accounting and Statistics data for March revealed that unemployment on the island hit and all-time high of 5.81 percent. A total of 630,000 people were without work, up 6,000 from a month ago.
The increase was largely due to an additional 15,000 who lost their jobs as a result of business closures or cutbacks. This was mainly offset by a decline of 5,000 in the number who became jobless due to seasonal or temporary jobs ending.
