I am Li Jing-He, and, having survived both the 1999 Taiwanese earthquake and Typhoon Toraji, I am still working to rebuild not just my own life, but the life of my community, because of the devastation wrought by these natural disasters. The earthquake demolished my house, and, within 6 months, landslides buried the remains. I didn’t even have a needle and thread to my name! Everyone in our community was similarly affected, but it drew us all together. Since then we have strived to rebuild the local community, its environment and its economy. I became involved in reconstruction work, which has continued for over 10 years now. We are survivors fighting for our future – getting ourselves heard by the local government, guiding how they spend reconstruction money on our community. To help with my work, in 2001 I joined a project management course – and this is when I first met ITPM President Roger Chou. When in August of 2009 Typhoon Morakot devastated large parts of Taiwan, Roger Chou called for volunteer project managers to help plan disaster-relief and reconstruction operations, I readily volunteered so I could share my own experiences in helping Typhoon Morakot victims become survivors – who could re-build their communities.
My own volunteer work, mainly troubleshooting for reconstruction work resulting from the landslides caused by Typhoon Toraji, means I have to deal with 10 different local and national government departments and agencies. This work can be very depressing due to all the national and local government guidelines, rules, regulations and laws that can affect reconstruction work. It is my experience that effective reconstruction work can only take place if it has properly taken into consideration all these legal constraints. This demands hard work in making the plan comprehensive, ensuring all parts of the project support each other in the way they adhere to the law, and yet still takes into the consideration the overall goals you want to achieve with the reconstruction work.
Such comprehensive thought has gone into the “Morakot Flood Disaster Reconstruction and Preparation WBS Plan”. It makes complicated, comprehensive reconstruction work look straightforward. After this WBS plan was completed, the ITPM also made it available on the internet as a free download. Creating and making freely available such a plan is something I had always wanted to do, as I had never suspected a professional organization like ITPM would put the time and effort into doing such unprofitable, unglamorous work. This is a very smart and clever plan, and it has been an unforgettable experience helping create it. If ITPM ever needs to do more volunteer work, I won’t hesitate to help them again! In recent years, Taiwan’s weather has undergone dramatic changes. Damage done by storms and typhoons, earthquakes and tremors, are constantly breaking records. Research shows that Taiwan is now among the countries falling victim to the effects of global warming. The kind of challenges that faced my community, that faced the communities affected by Typhoon Morakot, are now potentially facing all 23 million residents of Taiwan. ITPM’s WBS plan is a step forward, providing the whole island with a comprehensive guide for coping with natural disasters. It is a great contribution to Taiwanese society.

This is Li Chau-Ching, Mayor of Nantou County, possibly the most picturesque – and definitely the only land-locked–County in Taiwan, possessing the world-renowned Jade Mountain and Sun Moon Lake. Having the pleasure of being Mayor of this scenic County comes with the duty of making sure our local government is run well, ensuring our tourism industry thrives and that all our citizens are well looked after.
In August 2009 Nantou County, together with other parts of central, eastern and southern Taiwan, was pounded by Typhoon Morakot, and then stricken by flooding following in its wake. The President of Institute of Taiwan Project Management (ITPM), Roger Chou, swiftly mobilized 300 project managers across the country to develop the “Morakot Flood Disaster Reconstruction and Preparation WBS Plan”. From a Mayor’s perspective, I could see that this plan was not only comprehensive, but also detailed in its guidance for reconstruction. For instance, the details of the plan carefully take into consideration the different local and national government laws, rules, guidelines and regulations that affect construction work. As a result if can be regarded as a ‘bible’ when reacting to disasters, allowing us those that use it to act quickly and effectively – when time and effort are at a premium. From my experience, especially with our flooding, I also believe that only calm, deliberate action can best deal with stressful, emergency situations. ITPM’s plan allows those using it to very calmly make prompt decisions that will quickly lead to effective actions. As far as I know, many government departments have downloaded this plan for study. I fully understand why, as I have seen how myself and the people of Nantou County have benefited from ITPM’s reconstruction plan.
Thanks to ITPM’s altruism, we have been provided with a professional and practical resource, which has already assisted us in many ways, improved the County’s government practices, and improved post-disaster reconstruction management nationally. Part of the Taiwanese people’s character is a strong altruistic, charitable impulse, and so I feel duty-bound to recommend ITPM for this year’s Community Advancement Award as an example of our national character, which will not only be another “glory of Taiwan”, but help lead Taiwan to a brighter future.
