The First Chinese ‘Ten Outstanding Project Managers’ Award, Highlighting Environmentally Friendly Projects



廣受業界矚目的「第一屆華人十大傑出專案經理人獎」頒獎典禮,四月十八日下午在台北盛大舉行,主辦單位從台灣數十萬專案經理人中,經嚴格選拔,評選出十名最具代表性的卓越專案經理人頒發獎項,並由擔任大會總主席的立法院長王金平親自出席頒獎,以示對獲獎者的高度肯定,以及對台灣中小企業推動專案管理提升競爭力的重視。此外,十名獲獎者及其獲獎專案中,除了工程、電子相關專案外,環保專案也佔有兩名,顯見在環保意識高漲的今天,業界也高度重視、關懷環境問題。


The highly anticipated Awards ceremony for the first Chinese ‘Ten Outstanding Project Managers’ (TOPM Award) was held on April 18th afternoon in Taipei. Ten prominent project managers were selected from potentially tens of thousands throughout Taiwan, and were awarded in person by the Preseident of the Legislative Yuan Wang Jin-Pyng. Happy to attend to ceremony, President Wang Jin-Pyng wanted to draw attention to the support the government is proudly giving to help the increasingly competitive small and medium-sized business sectors of Taiwan. The project managers are being awarded for a variety of projects ranging from construction to software, with two projects involving environmental protection–highlighting the growing acceptance of the need for a ‘greener’ economy.

The Award winners are: Wen-Cheng Wang from Chunghwa Telecom, Hsien-Tung Wang from EKC Energy and Environmental Control, Chi-Chang Ho from Arima Communications, Jing-Shing Wu from CTCI Corporation, Kuang-San Lee from China Steel, Chien-Ming Shen from CTCI Corporation, Chun-Ying Lee from Formosa Builders, Kuang-Yao Chang from Chunghwa Telecom, Chin-Chu Chen from Grape King and Chen-Yi Li from Asus.


十大傑出專案經理選拔活動由台灣國際專案管理師協會主辦,今年是第一屆舉辦,經過各界推薦共拔擢優秀專案經理60多人,邀請產、官、學各領域重量級評審參加,經過公平、公正、公開評審制度,獲各界肯定。根據估計,台灣約有十多萬人從事專案管理相關工作,因此本屆頒獎典禮受業界高度期待與矚目,堪稱華人世界專案經理的奧斯卡獎。現場頒獎典禮暨得獎人成果發表會由新頭殼媒體全程網路直播。

The ‘Ten Outstanding Project Managers’ Award is being given by Institute of Taiwanese Project Management (ITPM), and this year is the first year these annual awards is being given out. Over sixty project managers were first nominated, and selected, from across the country, and were impartially assessed by a review board consisting of professionals and experts from business, education and government. According to statistics, there are more than 100,000 managers currently engaged in project-related work across Taiwan. For the business sector, this year’s inaugural Awards ceremony is regarded as the ‘Oscars’ of project managers.


台灣國際專案管理師協會理事長周龍鴻表示,選拔活動自2009年12月份起接受各界推薦優秀專案經理參與,歷經4個月嚴謹的評選過程,選拔出十名卓越的獲獎者。獲獎人中,冠呈能源公司的王獻堂主要工作是規劃、建置符合國際標準的「綠色機房」(Green Data Center)及綠色建築,在環保意識高漲的時代,王獻堂所負責的專案更顯突出,他更立志五年內的節能減碳量要能建造一萬座大安森林公園。

According to the President of ITPM, Roger Chou, PgMP, the selection started in December 2009, receiving applications from all over the nation. After a rigorous selection process, and a thorough assessment by the selection committee, ten outstanding candidates were selected. Among those selected, Hsien-Tung Wang from EKC Energy and Environmental Control was responsible for planning and constructing a green data center and several green buildings. As environmental issues are becoming increasingly important, the way his project complied with international quality standards drew special attention from the committee. Hsien-Tung Wang is determined to reduce carbon emissions in his projects within five years by so much that he would not have to offset them by planting 10,000 trees in the Daan Park Forest.

華碩電腦的黎振宜也以「eWaste綠色環保管理」獲得十專獎肯定。他說,eWaste即是電子性廢棄物,例如製造電子產品過程中的失敗品、報廢的電腦、手機,都是電子廢棄物。而這些廢棄物對環境的影響有多大?黎振宜說,光是一台報廢的筆記電腦,就含有高達七百種的有害毒素。黎振宜曾親身走訪「全球電子廢料處理中心」的廣東貴嶼鎮,深覺妥善處理電子廢料的重要性,因此草擬eWaste管理政策,他及團隊共同推動執行的eWaste專案除了獲得自家公司肯定,未來也將持續向校園及大型製造業公司進行環保宣導,進一步擴大影響力。

Chen-Yi Li, of Asus, was also selected for a ‘green’ project: eWaste Green Environmental Management. Li said ‘eWaste’ is ‘Electronic Waste’, such as discarded electronic products like damaged or defective computers, mobile phones, etc. This eWaste is extremely harmful to our environment. For example, a discarded computer contains over 700 toxic chemicals. Li said he realized the importance of properly recycling this eWaste after a visit to the ‘Global eWaste Recycling and Processing Center’ in Guiyu, Guangdong province. Afterwards, Li created management policies for eWaste, and this project he and his team are currently working on has gained the full support of their company, Asus. They will promote associated environmental issues to universities and major production companies, helping raise a proper awareness of how these issues can be properly dealt with.

In order to widen participation and allow potential applicants as much time as they need to prepare, the Institute of Project Management has declared that as soon as this year’s awards ceremony ends, the online application process begins immediately for the next ‘Ten Outstanding Project Managers” Award. The second annual Awards will have two deadlines for applicants, any applicants not selected for consideration after the first deadline may re-submit with a new application for the second deadline. The hope is that this will ensure that busy, outstanding project managers will not miss out on the opportunity to claim an award.

招募150名短期人力 半年內完成看似不可能的任務

當主辦單位來函要我寫一篇文章分享得獎人「成功背後的動人故事」,原本我想到的是要描寫一個在南投鄉下貧困家庭出身的小孩,如何經過用功讀書獲得博士學位、努力工作而得到公司重用、以致於到完成具挑戰性的專案而得獎的故事。但是想到與這比起來,一個招募一百多名市井小民組成執行團隊而完成一個複雜專案的故事,應該更令人動容。

My original idea for an article about the "touching story behind success" was to write about my personal life - a poor country boy from Nan-Tou who studied and worked hard, eventually accomplished a very challenging project and received the prize in project management. On further consideration, though, I thought that the stories of the more than a hundred "regular Joes" who formed a team to complete a complex project would be more intriguing and compelling.

擔任「工商憑證全面核發與設備更新計畫」的專案經理,對我而言是專案工作生涯中一個非常特殊與難忘的經驗,本案6億多元的經費係來自於政府「振興經濟擴大公共建設特別條例」所編列之特別預算,由經濟部公開招標,委託中華電信執行,專案的目標是要全面核發工商憑證IC卡給企業,促進政府機關與民間企業間採用e化作業,節省社會成本,提升國家競爭力,並透過e化作業來節能減碳,此宏觀的目標對於社會整體的效益自不在話下,這個專案最特殊的地方是,經濟部官員特別叮嚀,本案在執行過程所購買的設備及聘用的人力,也要符合特別預算之振興經濟與擴大就業精神。另一個特殊性是,由於振興經濟特別預算有規定的執行期限(要在短期間注入政府支出來刺激金融海嘯後的民間經濟),本案的時程由98年6月19日簽約到98年12月31日截止,僅有半年的執行期間,而要完成向民間採購設備與材料、設置發卡中心、80多萬張工商憑證IC卡的製卡與寄發等大量的工作。

"The Project of Full Issuance and Equipment Renewal of Industrial and Business Certification" was a special and unforgettable experience for me, and one of the highlights of my career as Project Manager. The 60-plus million Yuan funding of the project came directly from the special budget allocated by the "Special Ordinance To Expand Public Works as Economic Stimulus." Selection was by open bid to the MOEA, and executed by the China-Telecom. The goal of the project is was to issue an electronic version of the Industrial and Business Certification to businesses with the objective of promoting electronic transaction among governmental agencies and businesses. We were out to reduce social costs, improve national competitiveness and achieve carbon reduction; providing the society with huge benefits at many levels.

The project was unique in the following ways: first, the equipment purchased for the project and the manpower employed had to adhere to the guidelines for stimulating the economy and improving employment; and second, the project had to be accomplished in a very short time due to the stringent requirements of the special budget (so as to stimulate the economy with short-term government funding after the depression). It was only a six-month project, dated from contract signing on June 19th, 2009 until completion of the project on Dec. 31st, 2009. During this time, however, a great deal of work had to be completed, such as purchasing equipment and material, setting up a certificate issuance center, manufacturing more than 800,000 IC copies of Industrial and Business Certificates, and issuing those Certificates.

因為這些特殊性,本案除了製發卡系統研發與流程規劃交由中華電信研究所的專家來負責、專案管理工作由中華電信數據通信分公司專業的專案管理團隊來負責之外,本案之製發卡人力特別透過政府職訓及就業輔導網路招募約150名短期就業人力,而且指定以失業中、待業中或剛畢業的人口為優先。由於IC卡的製發有其專業性,有些朋友聽說我們招募失業的弱勢人力或剛畢業無經驗的學生來執行製發卡工作,直覺反應都是問我這樣會不會增加專案失敗的風險。但這個專案的經驗揭示的是,只要能夠讓這些人員認同工作背後的意義(所製發的IC卡可以促進e化社會的發展),輔以規畫完善的標準作業程序來控制風險,加上這些人員對於擁有一份工作的珍惜,所形成的是一個執行力不輸給正職人力的製發卡部隊。

本案的時程很趕,往往連周末都必須輪班進行製發卡作業,期間又碰上因為八八風災而必須改變原先分地區發卡的規劃,這些人員的高度配合,是本案成功的關鍵之一。由於是短期性質的工作,我們也鼓勵這些人員利用這段打工期間另外尋找一份更穩定的工作,而其中有一些人員也確實找到了工作,而在我們的祝福之下離開。至於留下來工作到年底的人員,也對於政府能夠讓他們有一份工作順利度過年關而心懷感謝,相信本案的工作經歷對於這些人員後續求職會有所幫助。


Due to the uniqueness of the project, card issuance system R&D and planning was assigned to the experts at China Telecom Research Center. Project management responsibility was taken on by the Data Communication Project Management team at China Telecom, and the bulk of the manpower (about one hundred and fifty workers, for card issuance) was employed through the governmental e-job website. The e-job website prioritized candidates that were unemployed, between jobs, or recent graduates.

Some of my friends questioned our likelihood of success because the card issuance process was specialized and complex. In the end, however, the outcome proved that the card issuance team worked just as well as the full-time employees as long as the team understood the meaning of the work (the E-commerce progression), and as long as they had a well-planned standard operating procedure as a risk-control tool.

One key factor in the success of this project was the highly accommodating project employees. Due to the short duration of the project, it was necessary to process card issuance in shifts, even over weekends. The process was further complicated when the distribution plan for the cards was altered due to the typhoon of August 8th. Also, because of the short-term nature of the employment, we encouraged the employees to find more stable career opportunities throughout their employment. Consequently, we lost some employees to attrition when they found suitable positions in the midst of the project. The remainder of the work force was very appreciative, as the employment helped them through the hard times at year-end. I am confident that the experience will help them in their subsequent career searching activities.

此外,為符合特別預算之振興經濟與擴大就業精神,我們在採購本案所需之80多萬套IC卡廠商及讀卡機時,為避免政府的支出只投注於單一供貨廠商,特別以複數決標的方式遴選多家國內廠商為供貨廠商,而且合約中特別要求必須於國內進行加工製造。由於採複數決標的方式來遴選供貨廠商,所以入選的供貨廠商中,也不乏屬於中小企業規模的廠商,在金融海嘯之後,此大量採購不僅對於入選的供貨廠商帶來商機,對於其上游原料廠商及加工廠也帶來工作需求,紛紛取消原本的休無薪假狀態,這些供貨廠商也多次要我向經濟部長官轉達謝意,政府的這些經費挹注對於他們渡過金融海嘯之後的年關非常有幫助,他們背後無數員工的家庭也都受惠。

To comply with the ordinance, a multi-bidding process was used to select multiple companies as the suppliers of the 800,000 plus IC certificates and card readers, and thereby avoid having a single-vendor. Special contractual constraints ensured that the purchased cards and systems were manufactured domestically. The multi-bidding process allowed medium-to-small businesses to enter the bidding and be awarded contracts. This resulted in great opportunities for the bidding businesses, and for their suppliers and satellite factories. The additional work bought an economic upswing to these companies through the toughest portion of the depression, and at year-end, and benefitted the families of the workers employed by these companies.
