I am Samuel S.J. Chen, Chief Secretary of the Red Cross Society of Taiwan. I have devoted myself to dealing with disaster relief operations for over seven years. When a disaster happens, most people react “we must make donations”. This was not the case with ITPM when, on August 8th 2009, the severest flood in 50 years struck Taiwan . “What could project managers do…?” was Roger Chou’s reaction. As President of ITPM, he contacted me and asked what help project managers, and project management, could provide for the disaster relief effort. Based on my own experience, and what the Taiwanese Red Cross was facing, I suggested that project managers and management skills would could make a difference at all stages from relief to reconstruction.
One week later, on Roger’s own initiative, ITPM mobilized around 300 volunteer project managers from across Taiwan. These volunteers, from throughout Taiwan, worked around the clock to systematically produce the “Morakot Flood Disaster Reconstruction and Preparation WBS Plan”. By themselves they talked to experts and workers involved in the relief operation, and then came together through the internet to develop and work on the plan. This allowed them to quickly write and then progressively elaborate the WBS plan. After the WBS plan was completed, ITPM organized a conference to explain the plan’s use, inviting government agencies and relief organizations. The media were also invited, to help contact anyone we hadn't been able to reach. It was then also made available as a free download (from www.itpm.org.tw). Due to the practices and jargon used in such a plan, ITPM also organized basic project management training for anyone working for government agencies or relief organizations, so that they could understand and use ITPM’s plan effectively.
I witnessed the entire development of the WBS plan, and despite being a novel way of working, it produced good results - an effective post-disaster relief plan that we needed. From my own experiences with Red Cross service, I can say that ITPM's work was very different from anything else being done by other volunteers. Because of the common understanding of the skils, practices and knowledge involved in project management, they could easily work together to produce professional results that we could use and make a difference to our relief work. They had put their training into practice to serve the community. What they did should be considered not just as an example to us in Taiwan, but throughout the world. In view of ITPM's significant contribution when we needed help, I strongly recommend them, whether their President, Roger Chou, or the 300 project managers across Taiwan, for this year’s Community Advancement Award.

I am Song Yu-Xia, Deputy Minister of Research at the Development and Evaluation Commission of the Executive Yuan of Taiwan. I appreciate the importance of professional project management skills and practices and recognize how well they are taught through the PMI’s ‘Project Management Body of Knowledge’ (PMBOK). I especially appreciate the efforts of the ITPM to encourage both the government and businesses of Taiwan to embrace professional project management, which is why I now write to you in the hope that ITPM’s contribution will be properly recognized.
ITPM is a fast-growing, non-profit-making organization which was only founded 4 years ago. So far it has attracted 1500 members, all certified project managers. Over the past few years, they have been very active in promoting and teaching professional project management, in both the private and public sector. In 2009, as part of this ongoing effort, President of the ITPM, Roger Chou, submitted a proposal to my department, describing how professional project management practices could improve our national competitiveness. I was already aware of ITPM providing training material, based on PMI’s PMBOK® Guide, to different government agencies. I now wanted our department to use their ideas to improve the quality of government management. In our efforts to achieve this, we were very grateful for the assistance ITPM gave us.
In August 2009, Taiwan was severely tested by flooding caused by Typhoon Morakot, with the relief operation finding both the local and national government questioned about its ability to respond to natural disasters. Whilst the government struggled over this period, President Roger Chou and 300 other volunteer project managers of the ITPM responded in their own way by quickly producing the “Morakot Flood Disaster Reconstruction and Preparation WBS Plan”. This is the kind of efficient response I want our government to be capable of, and studying ITPM’s WBS plan further convinced me that it is correct that all our government departments and agencies should adopt professional project management skills and practices, not just to improve the standards of their own work, but as the most appropriate way we can improve and make as efficient and effective as possible the multi-disciplined inter-governmental co-ordination nature of our local and national government.
As far as I know, the purpose of PMI’s Community Advancement Award is to recognize and honor significant achievement or work that improves our community. What has been achieved by the ITPM, whether it concerns improving government management in general, or its specific volunteer work helping Taiwanese victims of the floods, I feel meet these high standards. I think it would be entirely fitting and right if ITPM were to be given this award.
